It is so important to hire a licensed and properly insured legitimate painting contractor to protect your financial asset. If you hire an unlicensed handyman painter and he or she gets hurt on your property, you have just exposed yourself to a law suit. It's just not worth the risk."

You can use an oil base based paint on a surface that has been previously painted with a water based paint, BUT you CANNOT use a water based paint on a surface that has been previously painted with an oil based product.
HOW CAN YOU TELL IF A COATING IS WATER OR OIL BASED?
It's real simple. Just get some Denatured Alcohol from your local paint store, put some alcohol on your finger and rub the painted surface. If the pigment and color start to break down and come off on your finger then the coating is a water based product. If you rub the surface with your alcohol wet finger and nothing happens...then it is an oil based product on the surface. This only works with painted surfaces.
